Who We Are


Rising to the challenge of catechesis for Catholic teenagers after they have received the Sacrament of Confirmation, a committed group of lay Catholics has established an innovative charity for Hong Kong’s English-speaking Catholic community.


ACTS Hong Kong seeks to offer the best possible catechesis in a spirit of service to Christ and his Church, in the hope that the Holy Spirit will guide our young people and all of us, towards a more intimate relationship with God. 


Bishop Joseph Ha Chi Shing has been invited by Cardinal John Tong to oversee the work of ACTS Hong Kong in the diocese since 2016,

following the appointment of Bishop Lee Bun Sang as Bishop of Macau, China and which has required Bishop Lee to withdraw from

Carla Basto Clark
Director - Chairperson

Carla has a BA Hons Degree in Theology, Spanish and English Literature, from Durham University, UK. Carla worked for UK NGO Actionaid in London before moving to Hong Kong in 1997, and raising a family. She has run various faith formation courses and has taught Catechism and sacramental preparation classes since 2005. Carla is on the HK Diocese’s English Youth committee (HK DEY) and Culture Theology of the Body steering committee.

St John Flaherty
Director - Legal

St.John is an old Amplefordian, a Cambridge graduate and a solicitor.  He has spent most of his working life in Asia, principally in Hong Kong, in which he first worked in 1974.  He retired as a partner in Slaughter and May in 2007.  Since then, he has been an adviser to the Swire group in Hong Kong.  He was secretary of the English-speaking parish council at St. Anne’s church in Hong Kong for a number of years.  His son, Tom, is also an old Amplefordian.

Nick Allen
Director - Finance

Nick was a partner of PriceWaterhouseCoopers from 1988 to 2007, having arrived in Hong Kong in 1983 with Coopers & Lybrand.  He has extensive experience in accounting and auditing, and served as a Member of PwC Global Audit Policy Board.  Nick holds Bachelor of Arts Degree in Economics/Social Studies from Manchester. He is currently the Chairman of the Board of Link REIT.  He is also an Independent Non Executive Director inter alia of CLP Holdings Ltd., and Lenovo Group Limited and Chairman of Vision 2047.

Agnes Chiu Lee

Agnes is a native of Hong Kong and mother of four, her youngest son attends Ampleforth College. As a freelance music composer and pianist, Agnes is a member of St. Anne’s Music Ministry, has taught music at the Hong Kong Academy of Performing Arts. She has produced numerous music, arts and design productions, and has served on her alma mater, University of Toronto, and Hong Kong Philharmonic Society’s Ladies Committee fundraising campaigns. Agnes strongly believes the Benedictine Spirituality and education benefit student development.

Fr Wulstan Peterburs OSB
Non-Executive Director
(Procurator of Ampleforth College
& Abbey)

Fr Wulstan holds both a BA and a PhD in Theology from the University of Durham. After teaching in Ampleforth College for 15 years, where at different times he served as Head of Christian Theology and a Housemaster, Fr Wulstan has been the Procurator of Ampleforth Abbey since 2010 and is responsible for the administration and temporal assets of the Abbey in its various works. He has recently been appointed as Headmaster from September 2016.

Robert Clark
Director - Legal

Robert is a Partner in Deacons, Hong Kong’s oldest law firm, having arrived in HK from London in 1997. He is an English and Hong Kong solicitor. He has 16 years experience of advising a non-profit company, as an Executive Committee Member of the Outward Bound Trust of Hong Kong. He is also a parent of two Ampleforth College students and a member of HK Walk to Emmaus ecumenical lay community.

Fr Chad Boulton OSB
Spiritual Director of ACTS Hong Kong
Senior Chaplain of Ampleforth College

Fr Chad Boulton has a first class degree in Theology from Oxford University, and as Senior Chaplain he oversees a team of monks, lay staff and senior students, to direct the faith formation of 600 teenagers.  He conducts regular classes in Christian Living, Lectio Divina, and retreats for House and Year groups.  Fr Chad runs programmes for teaching staff, Housemasters, and parents.    

Alice McNeill
Advisor - Curriculum 
Head of the Christian Theology Department of Ampleforth College

Alice has a Masters Degree in Education by Research from York University.  She was elected as Chair of the Independent Schools Religious Studies Association in 2013; she has been an examiner for A2 Religious Studies; has edited the AQA Religious Ethics for AS and A2; and she is published in the International Journal of Public Theology.  Alice is providing ACTS Hong Kong with teaching materials, teaching support and curriculum advice.

Markus Shaw
Advisor - Fundraising

Markus has a History degree from Cambridge University, he spent six years as a corporate lawyer with Linklaters in London, Singapore and Hong Kong, before joining the family business in 1992 managing his family’s investment office.  He is active in the not-for-profit and philanthropic fields: he has cofounded two NGOs; serves on the Board of the Keswick Foundation; and is a Trustee of WWF-Hong Kong.

Philip Kwong
Advisor - Premises

Philip has a bachelors and a masters degree in engineering from HKU and an MBA degree from CUHK, and is a chartered civil and structural engineer.  He has 30 years project management and asset management experience in Hong Kong and China.  Before retiring in 2010, he had worked for developers, consultants and a real estate fund.  He is now studying Theology at Holy Spirit Seminary and is involved in voluntary services for the Catholic community and NGOs.  

Dr Christine Lai
Advisor - Human Resources

Christine has a DBA degree from HK Polytechnic University and a MA degree in Christian Studies from the Chinese University of HK, she is continuing her second Doctorate program in Practical Theology, a joint program by CUHK Divinity School and Cambridge Theology Federation. She has served for 27 years in Human Resources for global financial institutions, including Royal Bank of Scotland, ABN-AMRO Bank, Morgan Stanley, and Pearson Education as its Asia Pacific HR Director. She supports non-profit and business organizations through coaching, talent development and culture building.
